Property DebtResearch participated in a Habitat for Humanity of Florida housing project this October in Lee County Florida. A team of PDR staff members worked on a demolition project to prepare several homes for full refurbishment inside and out. The PDR crew took out two kitchens and four bathrooms, painted all of the outside trim on two houses, laid pipe outside with the plumber for another Habitat home around the corner, took down outlets, light covers and closet doors, painted closet doors and bedroom walls and ceilings. When these homes are ready, they will be offered to families that have completed the Habitat for Humanity application process.
In addition to participating in Habitat volunteer projects, Property Debt Research also donates a portion of every Municipal Lien Search completed in Florida to Habitat for Humanity.

The PDR Team had great Fun on Halloween. So many of our team participated that we had smiles all around. We hope everyone had a Safe and Fun Halloween and enjoyed the beautiful Florida weather yesterday.

Our donors gave enough blood to save 57 lives. The OneBlood Big Red Bus was overwhelmed with our turn out. Our employees care about our community and country. On June 15, 2017, the Florida HOA/COA Estoppel Certificate Reform bill – SB 398, was signed into law. The new law provides both the buyer and the seller with accurate information regarding any assessments, violations, or outstanding fees on the subject property. The new law will go into effect on July 1, 2017.
The HOA must designate on their website a person/entity for contact and include a street or email address for receipt of a written Estoppel request. It further provides for a cap on fees the association can charge for the Estoppel Certificate, as well as a standardized form of the estoppel certificate.
Specific revisions to the Fees allowed include:
The fee cap for owners that are current on their assessments is $250
If the owner is delinquent on assessments, an additional charge of up to $150 can be charged
If a Rush is required, a charge of up to $100 can be added for delivery within three (3) days
The provisions of the new law, HB 483 / SB 398, include specifications that require an Estoppel Certificate be provided in 10 days and be valid for a minimum of 30 days. If a title agent has prepaid for the estoppel fee and the closing does not occur, the association must refund the fee to the title agent upon written request within 30 days of the scheduled closing date and include reasonable proof that the closing did not occur. The association must reimburse the agent within 30 days after receipt of the refund request.
These new features will hopefully provide faster response times, increased transparency, and a more affordable fee structure.

Changes in the 2017 FR/BAR Contract drive NEW PRODUCT introduction for Property Debt Research.
New Product Name: Muni Search Lite
As the leader in the Municipal Lien Search industry, Property Debt Research (PDR) has been keeping up to date with the changes in the proposed revised FR/BAR 2017 real estate contract that debuted today, April 4, 2017 and may impact your business.
Unpaid municipal or county service charges for assessments for water, sewer, gas, electric fees and discovering municipal special assessments recorded in an Improvements Lien Book but not recorded in county public records.
Municipal Lien Search is due at the same time as title evidence
There are TWO KEY POINTS associated with this statement:
Point #1 – The definition DOES NOT include building permit searches which reveal open or expired permits as these do NOT have an effect on title.
Point #2 – Permit Searches by the BUYER must be conducted within the INSPECTION PERIOD, and not by the Title Evidence Deadline. Paragraph 12 (d) (i) of the contract says “Buyer may have an inspection and examination of records and documents made to determine whether there exist any open or expired building permits……… Buyer shall WITHIN THE INSPECTION PERIOD, deliver written notice to Seller of the existence of any open or expired building permits.
Resolution of the discovered permits then is determined by the type of contract “Repair/Limitation vs As Is”.
Therefore, PDR now offers two products that are positioned perfectly to help our clients navigate this new contract in the case where either the BUYER or the SELLER take responsibility to order the permit search up front.

Permit Search Only: PDR has always offered a PERMIT SEARCH ONLY option as a product listing. We highly encourage you to direct the buyers to order this search UP FRONT at the time of contract from PDR, the most thorough and trusted source in the market.
